On the establishment of the Strategic Policy Unit, a consultation exercise was done with different stakeholders. This was a limited exercise, with the understanding that a more detailed Perception Survey of citizens was required.

The City District Nazim Faisalabad has the satisfaction of citizens as a priority, and has specifically requested a Perception Survey to determine the extent to which services are meeting expectations.

On the basis of the above, a detailed citizen’s Perception Survey was conducted in all 289 Union Councils by the City District Government of Faisalabad.

The survey was conducted in all 289 Union Councils.

A comprehensive questionnaire was developed. The topics and services included in the questionnaire were Education, Health, Water & Sanitation (Water Supply, Sewerage & Drainage and Solid Waste Management) and a section on Citizen Community Boards and Monitoring Committees

The survey was conducted using Focus Group discussions at the Union Council level.

Methodology and questionnaire of the survey were pre-tested two times and the questionnaire was amended in the light of the pre-testing.

A survey team comprising 6 males and 6 females was formed. Each Union council was covered by a two member team (one male and one female).

The teams were given extensive training during pilot phases before launching the field work.
